Without this chain, Series 12 will look like we are advocating free. With this chain, it is clear we are advocating MANAGEMENT THAT DESERVES A CROWD.
African Football can be better, if WE become better.
THE MANAGEMENT THAT DESERVES FREE
THE ACC 54 NATIONS PROGRESSION DISCOVERY AND RESEARCH ARC – ESSENTIAL PAPER 12
This is how ACC moves from problem to solution across Africa for Africans.

THE ECONOMICS OF FREE —

Why The Smartest Football Businesses Give First Before They Take. Football business is not theory. It is empirical. The global debate of “free gate vs paid gate” has been settled by data. The question is not “Should we give free?” The question is “Do we have the MANAGEMENT to convert free to trust, and trust to money?”
PART 1: THREE EMPIRICALLY VERIFIED GLOBAL MODELS
MODEL A: GERMANY – THE BUNDESLIGA MODEL (Affordability = Profitability): Total tickets sold across Bundesliga 1 & 2: 21,404,258 – all-time German record Bundesliga alone: 12,718,097 tickets, up 9.1% from previous season Average per match: 41,562, up from 38,082 Stadium occupancy: 96.1%, up from 95.9% Why? Fan-First Pricing: Average ticket price Bundesliga 2025/26: €30.77 including VAT and transport Average standing ticket: €12.27 Result: 16 of 18 clubs filled over 90% capacity. Dortmund Yellow Wall: 24,000+ standing at <€20. Borussia Dortmund averaged 81,365 (100% fill). Bundesliga is the only top 5 league where clubs are collectively profitable.
MODEL B: USA – ATLANTA UNITED MODEL (Fan-First Menu Pricing) Founded 2017, expansion club became global top 20 in attendance in Year 1. Season average: 53,002 per match, ranked above Juventus, Liverpool, Ajax globally that year. Record crowd: 71,812 vs Chicago Fire Pricing strategy at Mercedes-Benz Stadium: $2 bottomless Coke, $2 hot dog, $2 water, $2 pretzel – price locked since 2017 till 2026 World Cup. Owner Arthur Blank quote: “We shouldn’t charge more just because you’re inside of the stadium held captive.” Philosophy: Street-level pricing, not stadium gouging. Result: First MLS club to sell 1,000,000 tickets in a season (1,012,571), 36,000+ season ticket holders.
MODEL C: AFRICA – TANZANIA SIMBA & YANGA MODEL [OUR OWN – AFRICAN PROOF] This is the most important for NPFL, EPL, GPL, AND THE REST OF US THAT MUST DO BETTER because it is African, low-income, same football culture. Verified TPLB Data 2023/24 released by National Internet Data Centre & Tanzania Premier League Board: Yanga SC: 141,911 total attendance – No.1 in Tanzania, average 9,460 per home game Simba SC: 112,717 attendance, second Revenue: Simba No.1 with Tsh 835,805,000, Yanga second with 825,065,000 How did they do it? Simba Day and Yanga Day: Ticket deliberately kept at Tsh 3,000 (approx N1,500) so schoolchildren, boda-boda riders, market women can enter. They make it a carnival: music artists, jersey unveiling, cultural dance. Full 60,000 stadium. Formula: Low gate = Full house = TV spectacle = Sponsor attraction. Telecoms, banks, breweries pay for viral images, not for N500 gate. Even NPFL just validated it: Plateau State Government announced FREE entry for Plateau Utd vs Inter Lagos to boost home support. That is Attract.
ATTENDANCE DATA (Club Level 2024/25): MC Alger — Algeria — 40,742 average home league attendance JS Kabylie — Algeria — 31,158 Wydad AC — Morocco — 23,880 Kaizer Chiefs — South Africa — 22,172 Raja CA — Morocco — 22,120 Asante Kotoko — Ghana — 20,381 IFFHS STRONGEST LEAGUES RANKING 2025 (League Business Power): Egypt — Nile League Morocco — Botola Pro South Africa — Betway Premiership Algeria — Ligue 1 Tunisia — Ligue 1 Tanzania — NBC Premier League — Ticket Sales + Business Power Combined: Algeria Ligue 1 — Highest single-club average in Africa (40k + 31k). Proves infrastructure = crowd. Morocco Botola Pro — Two clubs over 22k + hosted AFCON 2025 with 5 games over 60k. South Africa Betway Premiership — Most professional e-ticketing system. Egypt Nile League — Ranked No.1 league in Africa by IFFHS 2025. Ghana Premier League — Asante Kotoko 20,381— strongest West African loyalty model,
The Tale of Two Africas:
Why Some Fill 100,000 and Others Fill 500. Football is the same ball everywhere. What differs is MANAGEMENT. Data now proves there are two Africas. Successful Africa (Tanzania, Morocco, Egypt, Kenya, South Africa) that treats fans as ASSETS, and Unsuccessful Africa (Nigeria, Uganda, Ethiopia) that treats fans as NUISANCE.
SECTION 1: MASTER COMPARATIVE TABLE –

SUCCESSFUL VS UNSUCCESSFUL MODELS (With US$)
Nigeria charges US$0.31-US$1.24 and makes US$0 verifiable and loses sponsors. Price is not the problem.
Kenya is Emerging:
• Mashemeji Derby Gor Mahia vs AFC Leopards 30 Nov 2025: 23,372 attendance – highest in 3 years
• Gate: KSh 7,011,500 (US$54,000) confirmed by Gor Treasurer Gerphas Okuku, and KSh 7.3M (US$56,200) when AFC hosted at Nyayo 30,000 capacity
• Ticket tiers: KSh 300 (US$2.31) regular, KSh 1,000 (US$7.70) VIP, KSh 5,000 (US$38.50) VVIP – this tiering is PROFESSIONAL
• FKF President quote: “At Gusii Stadium, we witnessed well-attended, well-organised, largely peaceful matchday… Kenyan football is alive, growing, full of promise”
But: When same fixture was in Homa Bay June, gate was only KSh 2,152,700 (US$16,500) and vs APS Bomet only KSh 360,400 (US$2,775) due to poor ticketing allowing many to enter without paying. Difference between US$54k and US$2.7k is SYSTEMS.
ACC LESSON FROM KENYA:
Kenya proves SYSTEMS = MONEY.
• Same two teams, same rivalry: US$54k when organized with online ticketing at Nyayo, US$16.5k when disorganized in Homa Bay, US$2.7k vs small club with no hype.
• Difference is not fans. Fans are there. Difference is professional ticketing, tiered pricing, and accountability (treasurer publishes KSh 7,011,500 on Facebook).
• Kenya also proves Regional Identity Works: Shabana FC (Kisii) draws 9,370 vs Posta, 7,645 vs Bomet – bigger than many Nairobi clubs. Why? Community ownership like Tanzania. That is ACC’s N500 community ticket model.
For Ethiopian Premier League (EPL), Ghana Premier League (GPL), Nigerian Professional Football League (NPFL), and the rest of us: If Kenya with less GDP can move from US$2.7k to US$54k in one derby by fixing online ticketing, NPFL can move from N0 verifiable to N10M verifiable if we fix same.
THE THREE TIERS OF AFRICA:

TIER 1 SUCCESSFUL = LOW GATE (US$1.17-US$33) + 100+ STAFF + CLEAN INFRA + PUBLISHED AUDIT = US$325k-US$135M
TIER 2 EMERGING (KENYA) = TIERED GATE (US$2.31-US$38.50) + 10-30 STAFF + ONLINE TICKETING + PARTIAL AUDIT = US$2.7k to US$54k (20x growth possible)
TIER 3 UNSUCCESFUL = RANDOM GATE (US$0.31) + 3 STAFF + NO SYSTEM + NO AUDIT = US$0
Kenya is our African brother – not with the highest GDP, but with the will to try, to build, and to lead. If Kenya can dare to dream and take steps, then Ghana, Nigeria, Ethiopia and the rest of us must also wake up, rise up, and do more for African football. They are now in Emerging. With SportPesa back, with 23,372 Mashemeji Derby, with treasurer publishing US$54k, they show hope.
Nigeria, Ghana, Ethiopia and the rest of us must now leave Tier 3 and enter Tier 2. Then Tier 1.
SECTION 2: THE 7 PILLARS WITH US$ VALUATION PROFESSIONALISM: Bundesliga spends 8% of US$1.2B TV revenue = US$96M on fan ops. NPFL spends 0%.
ACC Solution:

CRM costing N100k (US$62)/month Google Workspace captures 5,000 phones in 3 free games = asset worth N25M (US$15,500) in sponsor value.
PASSION: Emotional Contagion Theory. Atlanta trains staff to say “Welcome home” not “Show ticket”. Cost US$300 training for 50 stewards, value retention US$21k CLV.
FAIRNESS: Rawls Justice. Models: Germany: 10% at US$11-US$16.30 Tanzania: 30% at US$1.17 ACC Fair Tier: FREE Schools (US$0), Community N500 (US$0.31), Regular N1000 (US$0.62), Covered N2000 (US$1.24) – N5000 (US$3.10), VIP N10k (US$6.20). Everyone belongs.
ACCOUNTABILITY: Tanzania publishes US$325k. South Africa publishes overcrowding 101k even when embarrassing. ACC System: Gate Reconciliation Sheet: Printed, Free (US$0), Sold N1000 (US$0.62), Cash Nxxxx (US$xxx) lodged. Signed by 3 officers. Post on socials. This transparency is why Simba got US$2.14M M-Bet.
SYSTEMS: SOP: 20-step bible cost N0 (US$0) to write. Data: Google Form cost N0 (US$0). Feedback: NPS. Bundesliga does it every game.
NFRASTRUCTURE – US$ QUICK WINS:

You don’t need US$1.2M stadium. Need N5M (US$3,100): Paint N500k (US$310), 50 plastic kids seats N750k (US$465), clean toilets + attendant N400k (US$248), 2 gates repair N800k (US$496), PA N600k (US$372), signage N200k (US$124) = Respect.
TRAINED PERSONNEL – US$ ROI:

Minimum Viable Front Office 5 persons at N150k (US$93)/month each = N750k (US$465)/month = N9M (US$5,580)/year. If you can’t invest US$5,580 to manage US$325k potential like Simba, you are not ready.
SECTION 3: DOES FREE LEAD TO MONEY? US$ PROOF Dortmund: US$13.36 Yellow Wall led to US$135M merch. Fans save on ticket, buy jersey. Atlanta: US$2 menu increased spend 16%. Fans felt respected, bought 2 dogs + cap. Reciprocity Principle. Yanga/Simba: After 2 years US$1.17 carnival, signed US$2.4M and US$2.14M shirt deals. Sponsor pays for eyeballs. Kumar Freemium 2014: 15-25% conversion. If 10,000 come free x 3 games, 2,000 pay N1000 (US$0.62) next season = N2M (US$1,240) per game x 17 = N34M (US$21,080) + merch.
FINAL ACC FORMULA –
US$ VERSION > (FREE US$0 ATTRACTION x US$5,580 PERSONNEL x US$3,100 INFRASTRUCTURE x US$0 SYSTEMS) x PROFESSIONALISM x PASSION x FAIRNESS x ACCOUNTABILITY = US$325k GATE + US$2.4M SPONSOR, Germany sells 21.4M tickets because they invested US$96M in fan operations. Tanzania makes US$325k gate with US$1.17 ticket because they have 80 staff and publish data. Nigeria makes US$0 verifiable with US$0.31 ticket because we have 3 volunteers and no toilet. Free is not the problem. Free exposes management. If we want US$2.4M SportPesa like Yanga, we must build Yanga system. African Football can be better, if WE become better.
PART 2: THE SCIENCE BEHIND “ATTRACT, BUILD TRUST, THEN SELL” – 5 THEORIES
The Freemium Economic Theory (Anderson, 2009): The most powerful model in digital economy. Give core product free to build massive user base, monetize on premium. Spotify, Dropbox. Applied to football: Free matchday = user acquisition. Sponsorship, merch, food, season ticket = monetization. Simba/Yanga are freemium clubs.
Behavioral Economics – Mere Exposure Effect (Zajonc, 1960): Science proves: People develop preference for things merely because they are familiar with them. A child who enters FREE 3 times becomes a fan for 20 years. You cannot love what you never experienced. Free is familiarity seeding.
The 50+1 Rule & Social Market Theory (Germany): Bundesliga mandates fans own 50%+1 of clubs. Clubs cannot exploit fans because fans ARE owners. Result: tickets stay at €12.27. NPFL application: Community ownership mindset – host community must feel club belongs to them. N500 community ticket is not charity, it is ownership.
Lifetime Value (CLV) Theory: Harvard Business Review: Acquiring a new fan costs 5x retaining an old one. If a free school child becomes a N2000-paying adult for 10 years x 17 home games = N340,000 CLV, plus 2 jerseys = N500k.
Killing free today is killing N500k future. Service-Dominant Logic (Vargo & Lusch, 2004): Value is not in the ticket, value is co-created in experience. Fans don’t pay for 90 minutes, they pay for festival, identity, belonging. Atlanta’s $2 hot dog is not about food, it’s about memory: “I can take my family without fear.” That is trust.
PART 3: THE ACC FORMULA – PROFESSIONALISM, PASSION & FAIRNESS ACC LESSON: Free without management is waste. Free with management is strategy.
A. PROFESSIONALISM OF PURPOSE (The System): Front Office, not one-man show: Must have Ticketing Officer, Fan Engagement Officer, Data Officer, Media Officer. DATA IS THE NEW GATE: Every free entrant must be captured – name, school, ward, phone. Free without data is charity. Free with data is database. Operational Excellence: Clean toilets, safe terrace, kick-off ON TIME, printed teamsheet, PA system working. Professionalism retains what free attracted.
B. PASSION OF EXECUTION (The Experience): Matchday = FESTIVAL, not just game. 1 hour before: kids coaching clinic. Halftime: local dance troupe. After: player meet-and-greet for schools. Players as Performers: Brief players – you are performing for families, not just playing. Wave to kids.
C. FAIRNESS OF PURPOSE (The Structure): Tiered Fairness Model: FREE: Primary schools / Academies (U13) N500: Host community / Students (with ID) N1000: Regular popular side N2000-N5000: Covered / VIP Premium: Corporate box Fair to Sponsors: Give them 10,000 people to activate to, not empty stands to pity. Fair to Future: We are building next-gen fans, not collecting today’s N200k.

CONCLUSION:
THE FINAL ACC EQUATION > ATTRACT (Free/Low) + TRUST (Safe/Consistent/Entertaining) x MANAGEMENT (Professionalism, Passion, Fairness) = SUSTAINABLE SELL My Chairman, We cannot attract fans in 2026 with a 1980 management mindset. German football proves affordability creates profitability. Atlanta proves fan-friendly pricing creates record attendance. Tanzania proves our own African brothers can fill 60,000 with Tsh 3,000. African Football CAN be better, if WE become better.
